sir,

FOREIGN OFFICE, S.W.1.

March 15th 1922.

+

I am directed by the Marquess Curzon of Kedleston to

transmit, herewith, copy of a despatch addressed to His

Majesty's Ambassador at Washington by Mr. Trant, His Majesty's

Consul at Portland, Oregon, concerning a narcoties conference

recently held in that town. It will be observed that in the

course of this conference attacks upon His Majesty's Government

were made by the Mayor of Portland and on other speaker. A

copy of the report of the speeches of these two gentlemen published in the "Morning Oregonian", together with a reply

addressed to that paper by Mr. Trant, are also enclosed herein.

2. As there appears to be considerable ignorance in

foreign countries regarding the steps taken by His Majesty's

Government and the Government of India, to prevent the

cultivation of, and traffic in opium, I am to enquire whether

it would be possible for the Home Office to draw up a statement

in consultation with the India Office showing how His

Majesty's Government and the Government of India, far from

being even indifferent to the evils of the optum traffic, have

played a leading part in its suppression throughout the world.

Such a statement would be of great value to His Majesty's

representatives abroad, in explaining, as occasion may require,

the real attitude of the Imperial authorities as evidenced by

the many self-sacrificing measures which they have adopt ed.

3. Copies of this correspondence are being sent to the

India Office and the Board of Trade.

I am, etc.,

(Signed) Victor Wellesley.

The Under Secretary of State,

Home Office.
